Recently, a question was asked - in our Guest Book comment section about how funds will be used by the Coquille Education Foundation.  This was an appropriate question and we think that the answer warrants a separate web page of its own.     

Keeping in mind - There are no paid personnel within the foundation, all funds received will be channeled into five (5) different categories.  Those categories are:  

#1.  Operations  

As funds become available - we will deduct no more than 10 percent of the donated amount to go towards operating costs.  In the event that a donor designates the funding to go into an annuity account, the 10 percent would not apply.  Annuity accounts will fund our scholarships.  In the event that we obtain funding from state, federal, or other private nonprofits, the 10 percent deduction would apply if permitted within the grant guidelines.

#2.  Programs
  
Programs are developed
- as the needs are identified and approved by the board of directors. Examples of what might be under the program category would be things like "Adopt a Bus" program, curriculum based text book replacement program or support of existing athletic programs, after school programs, approved PTK programs and art and drama programs. Additional programs might may be expanded to include district wide programs that will benefit students of the district.   The board will consider other programs as the need becomes known.

#3.  Scholarships 

The board of directors - has adopted three primary areas of scholarships.  As funds become available from interest earned from future annuity accounts. They will be applied to college scholarships, community college scholarships, and trade school scholarships. 

The definition of Annuity is:  "An amount of money paid to somebody yearly or at some other regular interval"  This is where money is put in an investment or an interest baring account.  At a set interval such as annually, the interest is used to fund scholarships.  In this manner, donated funds keeps working year-to-year for as long as the foundation exists.  Annuity accounts would be considered as restricted funds and only used for the purpose of funding scholarships.
      
#4.  Grants 

Grant moneys
- will go to specific needs that are a one time occurrence or are funded on a yearly basis.  Grant funds may also supplement district or school purchases such as a school bus, grade level adopted text books, etc. 

Impact Grants - will be used for classroom-based grants, providing teachers an opportunity to provide educational activities that directly engage students both inside and outside the classroom setting.

Support Grants - will be used towards helping graduating students enrolled in trade schools to obtain necessary tools and materials needed for a specific trade.

#5.  Restricted Funds  

Donor designated funds
 - such as supporting a school or specified program which could be a classroom or grade level program, a PTK program, a school program, or a district wide program.  A donor may also designate a category such as, technology, or support of a athletic program, etc.  The foundation is open to donor choices. 

Within the strict limits of foundation bylaws - the board may make change along the way.  If we had millions of dollars to manage and multiple programs running, there is a provision in our bylaws that would allow the board to hire a non-voting director to run the operational side of the foundation.  However, there are no immediate plans to do so.  

The Coquille Education Foundation - wants to provide every opportunity to each donor to specify what there donation should be applied to.  We are a community based foundation.
